well, that really depends on the kind of person they are, doesn't it?
obviously, i would save my family members first, or someone that i care about.
assuming that i do not know either one of them, that the civilian is not a child, mother or criminal, and that the serviceman is a perfectly honourable one, then it would depend on a lot of things.
who is married?
who has children, or more children?
who is an only child?
who has more dependents?
what situation is the country in?
what is the rank of the serviceman?
what is the occupation of the citizen?

I'm military....had to answer, sorry.
In the event it came down to someone saving me or an American civilian, I would encourage the rescue of the civilian. I know what I joined to do, it makes no difference in America or on foreign soil.
Protect America and her people.

Naturally family and friends come first then children and next comes military. The last on the list would be politicians.

It depends upon the person.
I would save a family member over anyone else.
I would save a child over an adult.
I would save an American service person over an Iraqi citizen.

it entirely depends on the situation. is it during an attack from national enemies? is the civilian a child, a woman, an older man, a special needs person, a middle aged woman thats pregnant......how do I know the person that is enlisted is enlisted? are they wearing their uniform. broaden the scenario here.
