Is it something we use as a scale to compare things or is it a fabric? (as in something that would have proof as existing)

"Existence" is a fuzzy word, but is generally considered to be a property of objects like dogs, cats, and, yes, fabrics. Time is not an object like that, but is itself a property like color or momentum. Specifically, it is indeed a scale - one of four ways to measure how far apart different events are separated. The other 3 ways are the distances in the the spatial dimensions.

If you have read somewhere about "the fabric of space-time", that's just a metaphor.

Thyme is a spice. Time is a bad magazine. Time is a gym teacher's favorite word. Time is not a fabric. Time is round, like clocks.
