Where is that riley guy?

ive already been in the cave but i cant find him and i wont get my err riolu egg!?

Are you sure you are in the right part? After you take the elevator down, head left. Riley will offer to team up with you. After you beat the Galactic Grunts, he will offer you an egg. Make sure you have an open slot otherwise you have to come back for it.
