As of right now I'm going into high school. One of my hobbies is writing and directing short films, i've even posted some websites for some of them. I know that its very rare a person actually succeeds as someone like Ron Howard or Steven Spielberg, but what are some ways a person can develop what it takes to make in hollywood, and what are some critical steps in achieving your goals, thanks,

Well, I too want to direct Hollywood films :P. If you really, truly want to go down that path, then you've got to be patient, determined, and persistent. Right now, you're off to a good start . Keep developing your skill of directing, since you certainly can't read that type of skill off a book and such. If your community has any telecommunications projects, try and get hold of it (I joined my high school news channel, which also made campus commercials, and it really helped). Or, if your high school has any broadcast/media classes, take those as well. Directors don't just start off suddenly directing huge movie productions or anything...sometimes (or most of the time) they're experienced in the t.v. branch or music videos, documentaries, whatever. Screenwriting is also an excellent hobby to develop, since most of the directors nowadays write and direct their own scripts. Actually, I would like to see some of your mini-movies if you don't mind.

Set your goal now and start working towards it when you graduate high school. Just keep making those short movies. Maybe think about going to some sort of film school or video production type school. I'm going to one now and have learned a lot and I've been making short movies my whole life. Oh, and watch ALOT of movies. I've been told many times to watch at least one movie a day and reverse engineer how it was made from post prod to pre production. And of course to succeed in filmmaking you need talent, and that's not something anybody can teach you. Good luck man!

Have talent, connections and perseverance in your goal that you will become a film director.
Enter your best work into every film festival you can find. Work as a production assistant in any film you can find that will use you. Start getting your name on the credits.
