Try applying Rogaine. Scroll down the page 1/3 of the way for details: http://www.oprah.com/health/beauty/health_beauty_200404_eyebrows.jhtml

You can have your brows tatooed on but it looks fake.

I read somewhere that once you've plucked or overplucked after a few years or so that it might not grow back.
So don't pluck those areas. I'm not sure if there are false brows but I know celebrities have overplucked and then when you look at pictures of them later on in life, their eyebrows are more filled in and look different.
I would probably ask a person experienced in beauty (like someone who works at a make-up store) before consulting a doctor.
In the mean time, you can use brow powder (it kinda looks like eyeshadow but there are different colors if youre a brunette, blonde, or redhead) and fill them in yourself.

go to your nearest beauty salon they can shape them for you so that they can eventually grow back thicker and fuller. When you pluck them they grow back in a different direction to the line of your eye i.e the wrong way, but if you have them waxed they should reform correctly and then begin to grow back correctly again.
If not horrible thought but dont pluck them for a long time then go and have them shaped youll see a real difference.
hope that helps

Well, i know you can get plastic surgery for that, but thats a little extreme, if your young. Your best bet is to go to or call your doctor and ask if there is any perscription or anything that can help!

Hope this helps!=]
