if it is white on the inside of the eye, it should be some bacterial infection, if they have tiny white spots all over, not just around the eye, it must be ich. For a bacterial infection for fish, i recommend using an antibiotic called "Maracyn 2" I got this off a website awhile ago when my fish had white eyes. Change your fish's water about twice a week and keep the water a bit warmer than usual.
but if it is a fungal infection INSIDE the eye, there really isnt any treatment, but you might as well do your best to keep the water clean and warm, and try using some fungal infection medicine for fish.
If it is a fungal infection OUTSIde the eye, this is curable. Again use clean warm water, and find a fungal treatment medicine for fish at your petstore.

It sounds like cloudy eye and is usually related to poor water quality. First, test your water for ammonia, nitrite, and nitrate. If the first 2 are anything but 0, do a water change; if the nitrate is above 40ppm, do a water change. Clean water should clear it up (do several partial water changes a week until your water has 0 ammonia, 0 nitrite, and less than 20nitrate). You need to do about 25% a week water changes to keep your tank healthy. You can also dose some melafix (in addition to the water changes) to help with the cloudy eye.

Is it like a whitish film covering both eyes.
This sounds like a gram-negative bacterial infection and can be treated with a few different antibiotics.
For saltwater fish: Kanamycin Sulfate Powder -or- Gentamycin Sulfate Powder.
For freshwater fish: TMP Sulfa Powder -or- Gentamycin Sulfate Powder.

Check your ammonia levels. Cloudy eyes could indicate it's high. Solution is to change water until ammonia is below 1ppm.
