Absolutely!

Now if only Bush and his administration could be made to pay for their crimes. That would be a win-win for all of humanity.

Well said.
Back when Clinton was trying to deal with the situation inherited from Bush Sr. I had hoped Clinton would make a few attempts at killing Saddam. We were wasting too much time and effort enforcing the No Fly Zones and trying to monitor has military buildup. Let's not forget that Saddam also sent assassins to kill former President Bush. There were good reasons to kill him, breaking our own agreement with Saddam. In other words, the terms of his surrender were too liberal!
Bush Jr. should have listed valid reasons for taking him out.
He should not have destroyed the countries infrastructure.
He should have pulled out when Saddam was captured.
By hanging around, we've ruined the goodwill in the area toward the U.S. for removing that tyrant, and given a dramatic boost in recruiting to Al Qaeda.

If paying for crimes against people is a reason to go to war in the middle east why aren't we at war with saudi arabia (equally if not more oppressive) not to mention just about every other country in the middle east.

I think so.

Somewhere in the back of their mind, dictators and their cronies need to be aware that there is always the possibility you will be executed for what you are doing.

Of course it is. Now, however, we have this tar-baby to deal with, and if we don't deal with the bad guys, they have minced no words about intending to deal with us.
