The answer to both questions is: as soon as possible. Upgrading is a need when it comes to browsing and using internet, and security. Dial up or broadband are both open to get an infection to the computer and even make it unusable if a careless protection disaster occurs. Upgrade soon and be sure to have installed a good antivirus, antispyware, a firewall and updated security patches and service packs released by the system's company.

Support for Win98 is no longer being given by Microsoft. It was time to upgrade years ago.

wow. thats old stuff almost 10yrs, you should at least have xp pro, and broadband. there is no deadline for old/new pc's
