but cannot move gearshift after stepping on brake pedal. Instead I must insert the key into the shift lock release(on the
console), shift to neutral and then start the car in neutral. To
facilitate matters I have a keyblank which I must insert each
time to get the transmission from "Park" to "Neutral" so
gearshift may be moved to "Reverse" or "Drive".
I would appreciate advice regarding how to correct this issue.
I suspect the solenoid switch which should activate to release
the gearshift when the brake pedal is depressed after the
engine starts in "Park". Thank you.

check the brake pedal switch, an easy way is to simply see if your brake lights work. if the switch is bad, it wont activate the release solenoid for the shift selector

That is defective by design. Shift Lock,Ignition Lock, Park To Start Lock, etc.
If it was a students car, maybe it makes sense, but most people that can pass a DE have the knowledge not to start the motor in gear.
Solenoid or Relay or Fusible Link sounds correct, plus it is bass ackerds engineering.
Henry Ford made a working ICG that got 24.6 MPG 100 years ago, look how far we have come.
