I think she's talking about totally being there for a friend or lover...by that I mean being the rock that someone can lean on when life treats that person badly. Being a real friend. Sheltering and protecting someone from a bad time in their life.
In the song she is saying that "no matter what happens, I am there for you and we are friends. Always will be, no matter what."
