Usually you will go to a trade school not a regular college unless you want to get a degree in hospitality focusing on culinary arts.

There are two prestigious schools for Culinary Arts in the USA. One is the Culinary Institute of America, and the other is Johnson & Wales university. They both give Associates and Bachelor's degrees in areas of culinary arts and food service.

You can check out their websites and find out all about how their program work. They will be happy to sign you up to receive brochures and information about their programs....

For a certificate, you can go to Pennsylvania Culinary Institute and get it in 16 months (no breaks).
Bachelor degrees tend to take 4 years, so I'm guessing it takes that long for culinary arts too?
Do a simple google search to find your answers and then you'll be able to have a reference too. Good luck on your homework!
