Silly Putty is a shear-thickening, or dilatant fluid. This means that when you don't exert any force on it, it acts like a liquid. However, when you exert a force on it (striking it), the viscosity suddenly becomes much greater, and it acts like a solid. The harder you push on Silly Putty, the more solid it becomes.
The ingredients for making Silly Putty are not commonly available, but there is an easy alternative. Corn starch and water, mixed together in the proper proportion, form a dilatant fluid with similar properties. It is often called "oobleck".
