For me, it's Bibo No Aozora/Endless Flight from the movie Babel. It's a piano piece and just makes me want to cry.
On myspace you can listen to it if you type in Pianist Natsuko under the music category. I play piano and this girl plays the piece so beautifully. One of her friends is on the violin and that makes the song sound dramatic/romantic/depressing all at the same time.

This one my mom used to sing sometimes (I don't think she was depressed, it's just a lovely sad song):
Sometimes I Feel Like a Motherless Child. I have no idea who wrote it or sang it, but it gets me down. Mom only knew about the first stanza, so she'd just repeat the title over and over absentmindedly. I catch myself doing that.

Evanescence's "Hello" is one. It is about the singer's little sister that died when she was young. Also Beethoven's "Moonlight Sonata". I used it on a powerpoint once and it wasn't supposed to be sad or anything but everyone said it was really depressing. Hope that helps...
