There are lots of old, dead stems, and a bit of green on top. I have trimmed it the past 10 years, but this year it seems especially bare.

stop trimming it. prune by the thinning method. cut out old dead stems as low as you can

In Autumn after the first frost cut it back to about 1-2ft.

this fall after frost cut back to ground and fertilize with
8-8-8. should come back rubustly.

Cut it down and plant something new.
