I'm talking about seasons with 14 or more games, not the early NFL seasons with few games

The first year when all the teams played 14 games was 1961.
This is the list of players that did not throw for more than 4,000 yards a season after 1961 and made the Hall of Fame.

George Blanda 1949-1975 most yards 3330 - year 1971
Troy Aikman 1989-2002 most yards 3445 -1992
Terry Bradshaw 1970-1983 most yards 3724 -1979
Len Dawson 1957-1975 most yards 2879 - 1964
Bob Griese 1967-1980 most yards 2473- 1968
Sonny Jurgensen 1957- 1947 most yards 3747 -1976
Jim Kelly 1986-1996 most yards 3844- 1991
Joe Montana 1979-1994 most yards 3944- 1990
Bart Starr 1956-1971 most yards 2438- 1962
Roger Staubach 1969-1979 most yards 3586- 1979
Fran Tarkenton 1961-1978 most yards 3468- 1978
Johnny Unitas 1956-1973 most yards 3481- 1963

12 of the 19 quarterback in the Hall of Fame that played from the 1961 on did not have over 4,000 yards in a season. As you can see getting 4,000 yards in a season is quite an accomplishment. Some of the all-time greatest quarterback never threw for more than 4,000 yards in a season including Terry Bradshaw, Joe Montana, and Jim Kelly.

Amazingly Fran Tarkenton never threw for over 4000 yards in a season, yet his career total was 47,000+ yards. The Most he ever threw was 3,469 yards in 1978. His career spanded from 1961-1978 during the 14, and eventually, 16 game season.

Another noticable Quarterback was Joe Montana. The most he ever threw was 3500+ yards during the 1980's during the 16 game season.

One Last noticable one is Troy Aikman. The most yards he ever threw in a season was during Dallas' 1992 championship season with 3,445 yards.

Back in the days of Jim Brown and Gayle Sayers at RB, QBs didn't have to have all the flash of throwing 4000 yards a season like they seem to now...

there have not been very many QB's to throw over 4,000 in a year, I think Marino and Fouts are the only ones in the Hall, most are still playing (P Manning, Favre) and of coarse Jeff George,and Warner neither of which will get in.

I would be very surprised if Griese, Staubach or Starr ever threw for more than 4,000 in a season. It was a different era back then.

yes there are many old ones that havent like Jimmy Conzelman, Arnie Herber, and Sid Luckman. but thats about it. all the new guys have 4,000 in a season.

a bunch of the old ones like Sid Luckman havent. the most he ever had in a season was 2712.
