Honestly, I would confront them first unless you think they might be dangerous. You could start out by saying that you yourself have seen them use your trash and they really need to get their own. Then you could also bring up that you've been made aware that they have been coming onto your property and using your pool, patio, etc and that you hope that's not true because if it is found out to be true you would have no choice but to call the police. (You could also put up some NO Tresspassing signs on a fence or something and maybe just this new attention drawn to it would be enough to scare them a bit that you're onto them.) If you are a little intimidated by them or something, which I don't blame you for being because they are obviously a little unbalanced to be doing what they're doing, then call the police and explain your situation to them and tell them you know you should probably have gone to them first, but you were afraid of what they might do to you or your property and you also wanted to have something to back your words up when you do talk to them. If you trust your other neighbors, maybe they could sign something for you, like a letter, explaining what they have seen.
As far as the wife goes, what kind of harrassment? If she's threatening you or anything close to it, there's enough reason to call them police in itself. Then, you could just add the rest of it along with it.
If you want to be nice (and a little sarcastic) about it, you could always say something like, "Hey, I've heard you've been testing out my pool. Here's an ad from where I bought it, so you can get one yourself and not have to worry about trespassing illegally *insert big cheese grin*"

Well, I would do either two of the following:
Call the police and file a complaint against your neighbor. If you have video surveillance on your property you can show it the police as evidence of your claim.Legally your neighbor is trespassing and thats obviously against the law. If the police comes to talk to them it might scare them into stop trespassing.
If you don't want to call the police because perhaps you don't want to cause any tension between your neighbor try talking to them. Start out with a friendly greeting, "Hi how are you?" and act obliviant to the situation. Just tell him, " hey I wanted to warn you about there are a few strange things happening in the neighborhood. One of our neighbors noticed there are people trespassing and strangely enough using other people's property as their personal lounge area. Dumping their garabage in your pails. She even said a few things were stolen. I've had food and beer missing from my property."Then casually mention that you've installed a surveillance system on your property for safety purposes because you know with now society is nowadays it's better to be safer than sorry.
I probably used to much detail you may not want to use all of that because it may be obvious that you're talking about them. Just say your neighbor warned you about people trespassing on your property-- hence pointing out you have a witness-- and you wanted to return the favor and warn the moocher neighbor. I would definitely mention a surveillance camera b/c they will never know if you have one or not. That would leave them with the doubt.

Well you can call your garbage collector and tell them that your neighbor is putting his trash in with yours. They will test it the next week by probably having you mark your bags. Then they will deal with him. (this just happened to my mom)
Second you could build a wood fence around your patio and make a way for no one to get it but from your door. It would be funny to string some electric fence up and shock the crap out of him, huh? Anyways you can set up security cameras and once he's on tape you can take it to the police and they will charge him with trespassing.

Kill him!?! Next time you think he is going to put something in your trash rig it with plastic explosives. When you think he is going to go into your pool send a really strong electrical current (Maybe a TV or radio) or put a lethal amount of chemicals into it. Patio furniture is easy just hide out in the bushes and shoot him and throw him in the trash he's been using. Another easy remedy, poison your food so it kills him when he eats it. And easiest of all after you kill him have rough sex with his wife and get her pregnant, but DONT rape her its illegal!

Matt, your story has changed each time you have posted it. Why not take the advice you have already been given and do something about it instead of coming on the Answers Forum? Your first story said he lived next door and climbed your 6 foot fence. Next post, it was a seven foot fence and he also brought his TV to the pool and stole your lawn chairs. Now this post. Perhaps a Doctors visit is in order.

put up a video recorded where you can get a good view of the pool area/trash,, use an eight hour tape on the long play record,, when you have him on tape report him to the police for trespassing,, oh but first put up so do not trespass signs where your friend can see them,, this way you can tell the police you have signs posted..

I would try to catch him in the act. Maybe have someone stay at your house during the day, or if you have a vacation day.

Have a heart to heart talk with your neighbor.Explain to him that he is not welcome to use your pool(food,beer,garbage pail).Be firm but not nasty.Just tell them to respect your property or you will have to call the authorities.

Put up some cameras, and dont let them in, if they do come in its breaking and entering, press charges, but get it on film
