I think head. It's usually the more logical choice, your heart is more of what you want, and your mind is more what you need.

That depends on whether it's an affaire de couer or an affaire de raison. In romance, I learned to follow my heart. I got hurt more often, but I also loved better and harder; I became a better person overall, and learned to deal with rejection.
In more quantitative matters, I've always been a "head" person: money, choice of college, etc.
Matters get sticky in between, such as whether to take a good, educational family vacation, or use the money to pay down the mortgage. This is where I use my critical thinking skills: identify the emotional components and add them to the left-brain decision-making (we generally spend the money on educational goodies).

Then the head takes over, and helps resolve the hurt.

your heart usually wins. or if your head makes the decision your heart will kick in later. i personally think your heart should make most of the decisions. What's best is to forget about the problem they're disagreeing over. Take your mind off it and relax. Then once you've relaxed, start thinking about the topic again, but don't get crazy over it again. You're probably going to realize the answer soon.

A struggle indeed and I do TRY to be practical and sensible. Having said that....I tend to be an emotional type so my heart usually wins out. That isn't always a bad thing I have found.

Over the small stuff its my head, but on the big life decisions the heart usually bugs me and bugs me and bugs me until I give in (which was generally the best course of action anyhow).
