you need to test your water supply and your tank for nitrate, i would suggest the fact you changed your filter has led to either algae bloom (green) or bacterial bloom (cloudy), both are symptoms of new tank syndrome, don't add any more fish and do 10 pct water changes per day testing each day for ammonia, nitrite, nitrate and pH, these over the next week should start to come down ammonia, nitrite down to 0 and nitrate down to below 40, pH should remain steady.
once you start getting readings like that you can add a fish or two depending on the size of your tank.
Never change your filter always wash it out in the tank water you've taken out for replacement. If you run it under tap water you will kill the biological process the filter provides.

when you do a water change it is always good to have a reverse osmosis filter especially if you are saying that your water is cloudy from algea. Here is a link showing what some may look like.. im sure you can shop around for a unit that best fits your needs http://www.aquariumwaterfilters.com/ If you dont have one they are a very good investment for your aquarium

Do you have your tank in sunlight?
That causes algue growth and cloudy water
Did you wash the filter through with cold water before you put it in? if not the dust will cloud the water.
You can also try to put a "Water Clarifier", that's what I usually do when my water is cloudy, and it is all clear after 24 hours

The filter should clear it. You may want to add some 100% polyester fiber fill to the filter to polish the water a little. Did you remember to replace the carbon? Sometimes it takes a couple of days to clear.

maybe you need a better filter or maybe you didn't set up the filter properly. Get a snail.
