When you see this icon, ZoneAlarm is probably acting as a server communicating with its home base for updates, etc. Here is a reference that shows how to disable this functionality if it concerns you:

Nothing to worry about as this is the new icon, for Zone Alarm firewall. I used this program for atleast ten years with all new updates. I use the free version.

When the firewall is not scanning for rogue packets, you will see and icon with a "Z", dark blue with light blue background. When the firewall is active and blocking rogue packets, you will see the green and red lights blink.

You are 100% safe and secure, don't worry. You are running their latest version the same as I am.

Double left click on the icon and you should get the firewall control panel - look at your system status on there, it will tell you whether you are protected or not. ZA doesn't need to tell you whether or not you sharing as long as you've authorized it ZA will just allow it (under firwall look at program controls and see what's been allowed if you're not sure click on them and click on ASK then it will ask the next time that program tries to access it.
