There is no law against Dating. The laws are against having sex with Minors. If they both do not plan on having sex until they are married, there is no crime being committed.

As long as the girl's parents don't mind her being courted by a young adult, then there is no law controlling who we can or cannot see. The restriction is on sex between an adult and a minor. In that case, their relationship would be illegal, statutory rape on the part of the young man, a felony. Even if a full adult wants to go to dinner and a movie with a teen girl, it might be creepy and suspicious of a potential abusive situation, it would not be illegal until something intimate actually happens. If the adult tries to touch the minor in a sexual way or with inappropriate intimacy, then you would have a sexual abuse situation. It is perfectly legal for them to be dating. The legal age of consent for sexual relations is 16, so even if they are being intimate then there is no law being broken. Also, there is no law saying that they are not allowed to be dating.
One thing you should be aware of though, is if it is an abusive relationship. Sometimes when someone dates someone at the age of the girl you mentioned, they may take advantage of the person's age to use psychological manipulation to control her. If that was to take place, then if they get married, more abuse, maybe leading to physical abuse may ensue.
So although nothing illegal is being done, you should just be careful that no abuse is going on.

The are only laws regarding sexual activity affecting minors. There is no law that prohibits an adult from dating a minor so long as the minor is not exposed to lewd conduct, underage drinking, drug use, unlawful conduct of any kind, and does not engage in sexual activity.

There's no law restricting dating. The law only covers sexual activity. If she's a minor it's statutory rape. Is your friend stupid enough to do that just because the age difference might only make it a misdemeanor?

As long as they dont have sex they can date, it doesnt matter. its neither a felony nor a misdemeanor.
Perfectly Legal
However tell them not to kiss in public because someone who doesn't approve might report them for public indecency, because people are weird like that.
