Symantec/Norton has a tool on their website for completely removing all traces of their software from their machines. I think it was created because of problems like yours. Here's the link I have from a few months ago. It may be obsolete by now.

Remember: This completely removes ALL Symantec software.

Just installed Norton 2007 here. First, I went to Norton and downloaded their "Removal Tool." It will remove all signs of Norton from your PC.

You can download it here. Be sure to select the correct version for you.

Somewhere along the line I required a "fix" -- after it was downloaded and run, installation went smoothly.

Go to add and remove programs and delete the file. Then run CCleaner (http://www.ccleaner.com/) to get rid of any remnants. Following that, you can always do a search in all files and folders for files with the word "Norton" in them and delete them manually.
