Well the place is called the spear pillar. You get close to it when you go in rooms that are just halls. To find Dialga you need the following:
1. Raid Team Galactic and beat Cyrus.
2. Free Mesprit, Uxie, Azelf.
3. You will need Strength and Rock Climb. Start off where you first met Cyrus in Mt coronet.
4. Follow the path where you see tons of minions.
