It may not neccessary be your nework adaptor. I think you should check the connectors. If you are using RJ-45 you should consider first checking the arrangements of your cable on both ends, that is the RJ-45 to the computer and the one to the switch. Sometimes this problem come as a result of cables not properly in place.

From you description, I presume that:

1. You are on a LAN with a router that provides interface to the internet.
2. Other LAN users do not see the problem you see so we can likely rule out the router and network switch as problematic.
3. We do not know from you whether you have a wired or wireless connection.
3.a. If it is a wired connection, the cable may be poor and needs to be fixed or the network card may be faulty. Move the pc near the switch and connect a new CAT5 cable from pc to switch and see if the problem remains. If it goes away, your old cables are a problem and need to be fixed. If the problem remains, replace the NIC and try with the new CAT5 - if all works move pc back to orignal location with original wire and see if all is ok.
3.b. If you are using wireless you may be too far from the wireless access point or you are blocking the wireless signal due to wall thickness, metal (e.g. duct or mirrors) in or on the wall, etc. Move close to the wireless access point and see if this solves it; if it does it is a distance and interference problem that you must address.

start / run// netsh/OK // di(enter)//s ip(enter)-- Shows your IP address and if it is 169.25.X.X, it may be your cable or network adaptor card. If it is 192.169.X.X then run netstat from your command prompt with IE closed and count the connections. The open IE and run netstat in command prompt again and see if you have more than one more connection. If you get several more- Get a good Anti-Spyware program and run a full systems scan.

If your land card is your suspect, try to clean the copper connectors, open your pc, remove the LAN card, lean it with cloth and some alcohol or rub a rubber eraser on it to remove dust. be sure its dry or without any rubber residue before putting it back in. Be sure its plugged in tight. If you still get the same result, I suggest you need to buy a new LAN card.

wireless or wired? important info to include
try this, go to start>settings>control panel>network connections>right click on local area connection (or whatever your connectoin is)>properties>configure>power management

remove the check next to Allow the computer to turn off this device to save power

its a start, need to know more about your config though
