Yes he has done that with incredible prowess. Bush has fired and retired more Generals and Admirals than any other President before him too. Bush has also broken down the career military with his BlackWater USA mercenary army, since quite a few of the USA elite special forces have joined the merc army for higher wages. This is another reason Bush wont opt for a military pay rate hike. A lot of former generals who served under President Abraham Lincoln spoke out against the Civil War. You also have to understand that speaking out publicly is much easier in today's information age.

you do realize the reason most of the upper brass was pretty green under bush was that most of the career military leaders were fed up with Clinton and his terrible handling of the military they refused HUGE pay opportunities and advancements. I suggest you ask a few majors and colonels during the 90s how bad it was they will be more than happy to let you know.

Consider today's age and the types of news media we have vs times like during the Vietnam era.

During the Vietnam era, it would be rare for anyone who was serving or retired to speak out against their commander and chief. Times have changed since then.

Based on that, you really can't compare apples to apples. :)
