I disagree with the previous answers, and so does my gardener. Here's the thing- water in the early morning, before dawn is perfect IF you are sure that all your sprinklers are working properly, otherwise, just as you get up, so you can watch for anything broken (also 'cause it's lovely). Water during the hottest part of the day (noon to sunset) and you will burn the leaves. Water in the evening and you will attract moths and flying insects, which in turn attract grubs, who in turn attract moles, who are very expensive to get rid of. Better to water in the morning, when plants are at their strongest, so they stay healthy. BUT, in the summer, when temperatures are above normal, watering during the day or evening, especially potted plants, is mandatory. Lay down at least 1 inch of water, 2-3 times a week. Put some kind of vessel on the lawn to measure, an empty tuna can or a birdbath. Water potted plants, once a month or so, until the water runs right out the bottom. This clears natural salts and chemicals in the water from the soil. Be sure to fertilize and mulch (2-3 inches) for good water retention around plants and in pots. Be sure to leave the cuttings (thatch) on the lawn once a month to aerate and mulch.

Anytime that the sun is either not out, or very low in the sky. If you water when the sun is hot, it will evaporate the moisture before it has time to do your plants any good, then your plants will fry.

Just before sunrise is a good time. The grass will have a chance to soak in moisture before the heat of the day can evaporate it.

Best time is during the late evening around 8.00ish when the sun has gone in. But it can be done during the early morning

Early morning (6-8AM) or early evening (6-8PM) are probably the best. Never water during the daytime as it may burn plants or evaporate too rapidly.

you should really try to water in the am. this way your garden has time to soak up the moisture, if you water in the pm, your bugs will come out more and feed on your plants , plus you could get grubs in your lawn. good luck

Evenings and mornings. Best to avoid watering in the midday - the heat sometimes causes them to wilt.

I'd say in the evening, because after the sun went down it can't dry it out, so it'll last longer!!!
