you need an electrician to make sure that your ground wire actually gets grounded. if you dont know what that requires then please call a pro.

What country are you in???? If UK, you will have either sheathed twin cable, or possibly twin and earth where the earth wire has been cut off. You need to open the sheathing to check if there is one, and test to find out if it is connected to earth at the other end? OR -- You may have single, unsheathed wiring in steel conduit, which is the earth conductor, in which case connect your earth wire to a lug on the conduit box. If you have the first type, twin only, you will have to install an earth conductor, back to the consumer unit or to a socket box. If your system is this old I suggest that you look into rewiring/modernising.

You either run another wire out to the light fitting (from the fuseboard) to earth it, rewire in T&E or choose another fitting which does not require an earth...
You cannot 'pinch' an earth from any other circuit; its a BIG no-no under BS7671.

If you live in a flat... buy a different light.
If you can lift the floor above, you may find a junction-box that is earthed and can connect to there. If not, run a new cable from the distribution board.
If you're not sure, GET AN ELECTRICIAN!!!

Older homes sometimes only used 2 wires. Not much you can do in this situation. Connect the hot (black) and the neutral (white) and discard the ground or put the ground on the green screw on the crossbar in the ceiling box. The light will work fine.

If your lighting circuit has no earth wire then you should only fit light fittings that do not require to be earthed.
If you do fit earthed fittings your light circuit HAS to be RCD protected.
The fact that it hasn't got an earth indicates that your wiring is old and you should consider having a rewire, or at least have it properly looked at.

its called a bear ground or green if there is no grounding wire within the box you can attach it to the neutral wire its not code tho but if your ground wire is not there its ether that or run a ground to a copper water pipe
sounds like to old style 2 wire but anything 8 feet or above by code does not really needs grounding on lighting fixtures
