Most soil and other materials carried by river water are precipitated out of the flow when it slows down near the mouth of the river. That's why river deltas form. Some of it is transported to the ocean, though. What's left will settle on the continental shelf. The sea floor is primarily mud.

The lower extreme of the river is where most of the 'dirt' can be found because the river has travelled and has accumulated nutrients and organic matter which is suspended in the flowing water. This empties into the sea but doesnt remain suspended because the sea isnt as actively flowing as the river was before. It has time to settle at the bottom of the ocean.
