That 'flap of skin' actually has plenty of advantages. There's a reason why circumcision is becoming a lot less popular (as low as 14% in some states).

It is when the foreskin of the P----- is removed when the boy is usually just a baby. If he has not been circumsized then there would be a flap of skin covering the head. (sorry) You would not be able to see the hole where the urine comes out if he has not been circumsized. Good Luck in finding that out!

you could ask him?
basically the head of the penis will show (looks lilke a lil helmet/mushroom with a hole/slit) when it is flaccid.
If you cant see the lil helmet when he is flaccid, and there is some kind of baggy skin covering it, he isnt circumcised.
When erect the lil helmet is visible anyway, whether circumcised or not.

Circumcised, check when he has an erection if there is no skin that ineracts(goes back)
Uncircumcised, check before he has an erection if there is skin called foreskin on top covering the private

Well the way I describe it is a good looking penal is circumsized. When there is skin it is a ugly sight. It looks like a olive but a different color.

Look at it when his penis is flaccid. If it looks normal and just the shaft and then an exposed head, then he's circumcised. If there is skin covering the head, and it looks kind of gross, then he is uncircumcised. if you can't figure it out, you could always ask him too. He is most likely circumcised though, because most guys are.

If there is no foreskin and glans penis is constantly exposed, it is a circumcised penis. Otherwise the foreskin needs to be pulled back for exposing the glans.

if that extra skin is removed he's circumcised. i am, i'd show you, but you already know what circumsised looks like.
