This is a really complicated subject involving politics, public perception, and state-of-the-art technology.

First, politics. Right now, the space industry is welcoming some newcomers: a slew of private companies and a couple new nations (China comes to mind). These newcomers are busy developing technologies that aren't exactly pertinant to "moving to other planets." They are mostly working on Earth-orbit transportation. This frees up the typical players (the US, EU, and Japanese governments) to focus more on getting to the moon and other planets. The leaders of these groups must realize that they can focus on more distant problems while the newcomers work on the close ones.

Getting the governments involved requires a general approval from their constituents. Back in the Apollo days of the US, the public was truly excited about getting into space. Apollo, thus, received plenty of funding and other support. Nowadays, most people would be surprised to hear that a shuttle launched just this past Friday (June 8). If no one knows about the space program, they aren't going to pay for it.

And finally, there's technology. Technology can progress only so fast. The only way to increase its rate is to throw more smart people at the subproblems. Smart people, just like anyone else, need to get paid for their work. Therein lies the money problem I addressed earlier.

So what year will we "move" to other planets? I'd venture to guess our first permanent settlement off-Earth will be on the Moon in about 2027. Mars will be considerably more distant... perhaps 2040.

Humanity is already in the process of getting ready for the imminent move to other planets . Most of the world has received the move schedule , beginning late this year (21oct2007 I believe) . The expected completion of our move will be 09dec2007 .

By that time , all humans are expected to be settled on the new planets . This move is being coordinated by NASA , and spaceships to take us to our new homes are already standing by . People will be moved according to their ticket numbers .

The lower the number , the sooner you go . I suspect by your question that you haven`t received your ticket . You`d better check into it , otherwise you could end up being the only human left on this planet .

If in fact you did NOT receive your ticket , contact NASA immediately !! There`s precious little time left !

That is any body's guess!

With current technology, the only people qualified to go to space are astronauts or in a rare case a millionaire. Going for a settlements on another planets involves politics, money and better technology.

One motivational factor would be that we only have finite room and resources on this planet. Before we run out of room and resources, the only option is to figure out how to expand colonies to other planets or go to war between nations.

If you are referring to earth governments starting the process, the answer would be "Never"

We will move to other planets when corporations can fund it and expect a return on their investments. So, I believe that we could see moon colonies and martian colonies in the next 30-50 years.

I'd say in the next 30-50 years, actually. Ever read Martian Chronicles?

Whenever we have the technology to do so. Once we go live on the moon and then try on Mars I think we will eventually find the right way to live there. Untill that time I think it is to dangerous to try it.

At the rate things are going now, I'd say NEVER. My thought is that the human race is going to make itself go extinct very shortly.
