More than likely it is your faucet. Faucet stems depending on the brand are made different inside the body of the faucet. This will cause the difference in pressure. To cure the problem, have the faucet replaced. You might want to check the valves under the sink and make sure they are opened all the way first.

Ma'am,
With the new Vangard piping and how the fittings are put on, it's quite possible it's in the manifold design and not much you can do about it.

On the easy side, it may just be to areator on your faucet spout is stopped up. Or, the angle stops underneath may not be all the way on.

Anyway, let the builder know. He'll contact the plumber that did the house.

The connecting tube (usually flexible) may need to be increased to the next larger diameter to allow more water flow. This tube connects to the water service pipe coming out of the floor or wall behind the sink. Sometimes plumbers shortcut by using a gray plastic connecter intended for a toilet connection. Theyr're cheaper but allow less flow per minute and as they come to plumbers in bulk they tend to use them to cut costs.

Remove the aerator from the end of the sink spout (it just screws in/on) . The lines may not have been flushed out completely and trash is blocking the aerator screens. New houses have a one year contractor warranty. Do not void this warranty by trying to do too much yourself.

Two real possibilities, the flexi connection or tubes to the tap(if uk) are kinked, or the plastic disc shape just inside the spout on the tap is blocked, ease it out with a knife if it doesnt unscrew and wash it through.
