It means;
Are you the person who gets scared and insecure when he is confronted with a certain matter, instead of being a confident person and taking the initiative.
This sentence is usually used to adress people who are unprepared for a certain project, or for someone who is not strong enough to step up and take responsibility and action when a case of adversity hits. It is about people who are not in control and unsophisticated enough to show it.
Hope this helps.

a rabbit in the headlights is an animal that has been frozen with fear. If a rabbit is caught in the headlights of a car it freezes in the road and so is killed when the car goes past.
if you are behaving like rabbit in the headlights you are frozen and not seeing the things that are really going on around you

The sentence means that you are frozen with fear, unable to decide which way to go. As the previous answer said, it's commonly "deer in the headlights" but rabbit will do.

Well it also makes me think of the "deer in the headlights". To mean it means lost, or not sure what to do. You know when a rabbit is sitting there or a deer, sometimes they won't move from fear.
