I love how everyone just says "get an agent" as if they just litter the streets of Hollywood...waiting for a writer. Yes, you need to get an agent, but good luck. No agent in Hollywood is going to look at someone without any work under his belt. And you are not going to get any work without and agent and without being in the WGA. Thats the catch 22 of Hollywood.
Have your friend read everything he/she can on Hollywood and the filmmaking biz. The more you learn, the better you can play the game.

Buy the Writers and Artists year book. It as legit contacts and information on which publisher wants to see what. And for heavens sake, make your friend stay away from anyone who wants payment. Proper agents and publishers don't ask for payment - only dodgy ones do...100% golden rule.
Try getting an agent - if they see a spark of talent, they'll do the legwork for you.

Your best shot is to get online and google search for a talent agent...contatct him, hire him and let him worry about it...that's how it is done.

First get them copyrighted..secondly get an agent...most people don't take unsolicited material.
