it wrinkles theres this white cement like stuff that wont come off for nothing, and he just says im not doing a good job. So.., WHAT IS IT, AND HOW CAN I GET RID OF IT???

It is probably water that has evaporated and the minerals are left, a hard crusty white deposit.

Ask him to come out and show you how you should be cleaning this off. The last thing you want to do is scrub so hard it wears a thin place in the liner and have it break. That will be your fault too!

It's probably calcium deposits.
Try using Lime Away.
If not, try using Grease Lightning, but remember to rinse off very well.
DO NOT scrub too hard, you will rip it.
I'll tell ya, that happened one year to us and we just bought a new cover.
There not that expensive.
