The checks and balances of our political system prevent them from doing everything they want. To pass a law, it has to get approved by both houses of congress, get signed by the President (unless it passed both houses by 2/3 majority) and it also has to survive court challenges.

An other problem is that it is no longer acceptable to say "I'll try." Everyone wants to hear "I will" from candidates as if the checks and balances don't exist.

Bush Promises kept:

1. Create a new senior prescription drug benefit.
2. Pass No Child Left Behind Act.
3. Cut Taxes
4. Get the economy going again.

Not all politicians make phony promises, like stopping the Iraq war or making Congress the most ethical ever.

Politicians aren't elected (and re-elected) for actually doing thing. They're elected because they do a good job of running for office. Part of the running process is an effort to make everybody happy, so they make promises that they not only don't intend to keep but couldn't keep if they wanted to.

The only way this will ever change is if people start actually trying to hold politicians to their word. This would not only make politicians at least try to keep their word, it would also make them more careful about what promises they make.

A couple of reasons...some don't plan on following through on what they say and some don't realize the enormous odds they are going to face in getting their tasks accomplished. The system is set up to cause gridlock, especially if you are trying to drastically change things.

Budget issues. Other issues that weren't discovered until in office. A higher official being of a different party/philosophy. A change in needs.

Politicians make promises to get elected. Whether they know it or not at the time, 99.9% of those promises are unrealistic or impossible to achieve for one reason or another.
