Either I don't understand what you mean by "axis of 8th order", or what you're thinking about doesn't exist as a member of solid crystallographic group. In any case, there's no phase of ice that has a 8-fold plane symmetry, even though there some some phases of ice that has cubic centered solid symmetry.

Can you give a definition of "axis of 8th order"? Do you mean like dihedral D8 symmetry?

I don't see right offhand how you'd make an octagon out of hexagonal crystals.
