There are thousands of nerve endings in your lips. Arousing them can be just as much of a turn on as arousing other parts of the body. That's why kissing can be such great foreplay. :)

Kissing is so pleasant for the same reason wearing dress clothes feels so nice. These are part of human culture. Even from childhood, we get taught that kissing is a great thing you do to an atrractive person that you like. Thus, when kissing you feel happy that you are doing something great, and that someone likes you.
Similarly, in the later stages of sexual relationships, kissing becomes a way to say that you love a person and/or that you are still sexually attracted to the person.
Beyond that, the mouth area is very sensitive. Of all the places on the human body to stimulate sexually, the mouth is one of the most effective because it is so sensitive. Additionally, many people (especially women) say that they can tell how successful a relationship will be by the kisses, namely the first kiss.

There is a simple answer to this that few people really know. To begin, one must understand why lips are "red." The reason for this is because lips are quite thin tissue and the blood flows quite close to the surface of the body. So close actually that the blood (which is a dark color when it does not hit sunlight--like blood in veins) actually changes to the ligher "red" color. This means that the lips (unlike any other part of the body) has the thinnest distinction between that which is inside and that which is outside the body. In short, when two people kiss, they are getting as physically close to each other as possible without penetration (if we exclude French kissing). This would be a romantic rationale.
On the physiological side, the kiss, which is wet, is an unconscious reminder (as foreplay) of the wetness of sexual congress.

There's also a cultural history of kissing. During the reign of the Roman Empire, one of the main domestic problems was the Cult of Dionysus. Women joined the cult, drank wine and had orgies that sometimes ended in violence. Men would, when greeting their wives, lean in and smell their mouths for alcohol, worried that any women might be in the cult.
Not very romantic though, is it?

I read somewhere once that mothers may have chewed their baby's food long long ago and "kissed" them like a mother bird might to transfer the food. This sounds reasonable to me. Or perhaps it has to do with breastfeeding? Anything that is advantageous to survival almost always seems to increase dopamine, eating, sex, etc...
