Is it some kind of prank God plays on men or are there any women out there that meet both criteria?... If there are any examples, why are they only found in small quantities?!

What an awful generalization!!! There are plenty of women with brains and beauty, who can cook, clean, read and recite Shakespeare, fix a flat tire, and hold an executive position.....I should know....I'm one of them. Perhaps you're looking for women in the wrong places.

Sorry mate, but there's beautiful and intelligent women all the over bloody shop.
Okay so when I was doing my masters in theoretical physics, beautiful women were a bit thin on the ground, but us men weren't exactly comely studs either.

I will have you know that i myself am both of those and also a 28 year old woman 100% the only thing is i must be very bored to even bother replieing .

Not all attractive women are dumb. I for one happen to play it safe on both fields. There are a lot of women who hope to fall back on their looks, but they are a lot more that don't depend on their good looks to get them somewhere. Maybe, you aren't looking in the right places.
