Looking for the name of an older movie?

Question

I believe the movie is a collection of short films from the 90's. But one of them was about hands running around killing people. (Not Idle Hands) I remember two hands talking to each other, one says "Be Free", the other says "Go raise an army" or something similiar.

...you're talking about the 1997 made-for-T.V. anthology chiller, called "Quicksilver Highway"; it was a unique collaboration between authors Stephen King and Clive Barker.

Christopher Lloyd stars as Aaron Quicksilver, a wandering macabre & sinister teller of tales, who relates horrific and poignant tales to the ears of hapless listeners...in the same vein as the old EC comics 'lessons learned' fashion.

In the story you described, based upon Clive Barker's short story, "The Body Politic", an arrogant plastic surgeon's hands rebel against his body, beyond his ability to control; one hand chops off the other, and the 'freed' limb scurries out to spead the word, calling upon the 'enslaven' hands of other people to join their cause.
