and he applied for a public defender..they declined it..said he made too much...so when he goes to his Plea and Arraignment..is he able to ask to apply for a public defender again, or do they expect him to put his plea in at that time?

One year has gone by, so he should apply again if his financial standing has changed. If it hasn't it will be a futile effort. If he can't have appointed counsel then he can hire an attorney or represent himself. Obviously how he proceeds really is based on the pending plea/arraignment.

If his finacial circumstances have changed they may allow him to have one. Either way, if he wants a lawyer before sentencing mske sure he asks for one. Have him ask for a court appointed one and if they deny that have him ask to have a few days to try to find one to retain.
