Because it adds height, which makes a woman look leggier and more powerful. Because it adds definition to the calf muscles by pulling them tighter and making them look sexier. And because it makes it look like there's more leg bared than there actually is, through the illusion of length.
Also, because its hawt. =B~

Generally they make them look taller ( better genetics ) and they improve the posture. Also if she is wearing heals, she knows how it affects us and we know she knows, which gives us hope.
