If you buy them, you will get charged transaction fees and probably not get a great exchange rate. I'm in Europe all summer, and I opened an online-savings account with HSBC--I put my American dollars in it, and they gave me an ATM card, so I can take Euros out of any ATM(and there are quite a few HSBC branches in Europe, especially Paris where I am now). They don't charge a conversion/transaction fee, and they give you the market exchange rate when converting your dollars to Euros, not something tweaked for their profit. Also, that way you don't have to carry a lot of cash with you all the time, or pay the fees for traveler's checks.
I also agree with the poster above that you should bring at least a few Euros with you to get started--just so you that you don't get stuck with no cash. Although you can also check the airport you are landing at to see if there are ATMs available--Charles deGaulle in Paris has several HSBC ATMs.

I advise you to buy a little sum of euros so that you will manage when arriving to the country you are going to visit. By the way are you sure the country (or countries) you are going to visit use euros, because there are many countries in Europe who still don´t use euros although they are members of EU (new members) and then there are countries who are old members, but have decided to have their own currency (like Sweden and Denmark). Check that out first before you buy euros. Have a nice visit in Europe.

On our trips we always bought Euros here from our bank (Bank of America) and that because you will likely get a better rate than in the airport when you arrive. You will likely need Euros to get from the airport to your hotel/ship/where ever and there may not be an ATM available (yes you can get them with your debit//credit card from ATM's). Depending upon where you are going the taxi driver or whomever may not know the exchange rate for US dollars or accept them. Be safe and get some

I would just change $100-200 into Euro and then use an ATM card.
