He used to have long hair in the first SP albums and then got his popular bald head all of a sudden for the Mellon Collie album. Dis he start going bald and decided to just shave it all off? or did he shave it by choice?

I'm pretty sure that back when he made the Mellon Collie album, he just shaved his head. But now it is quite likely that he is actually going bald.

Imagine this for a minute. What if He is going bald and shaves His Head to cover up the fact. Wouldn't both answers be correct?
