Is this a work laptop or a personal laptop? Are you logging in as Administrator or an account that belongs to the Administrators group? Have any local or global policies been set to control access?

If this is a work laptop, chances are the other questions I asked will be relative. If a personal laptop, likely they aren't related then.

On some systems, the Administrator account is actually setup to be a "Guest" level account. Setting the Administrator account to work as a guest account can help deflect virus/hacks that attack based on having access to the known account Administrator. In a corporate environment, the Administrator account is set to a Guest user and a new non-common name is setup as administrator.

Have any policies been setup to further refine access controls to parts of the system? These policies can be controlled at the local or global level. I'd recommend using the gpedit.msc (can launch from MS-DOS) and navigating through the structure to see if MSConfig (not sure if it will be listed in an obvious name) is set with permission controls.

** Edit **
Are you trying to disable applications from starting at login? If so, I can walk you through the registry edits to remove entries (if you are comfortable with editing it).

Regedit - to launch the registry editing tool.

Locate the following key for system launched apps:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

The entries under this key are run when any user logs into the system. Some could be critical applications but you should be able to search Google with the information to see if it is a necessary entry. I generally delete entries related to QuickTime, Real Player, and other non-essential entries. I'd leave you anti-virus setting alone and possibly some of the application update checks if you use those applications online.

In addition to the above location, each user on the system potentially (although not generally) could have their own Run keys. For the current user, it is located at:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run

That key rarely has anything in it unless the application is installed only for that user (an example would be Microsoft ActiveSync for a single user rather than all users on the system).

Firstly, you'll need to make 100% sure you are the admin.
Try this, go to windows welcome screen and push ctrl+alt+del
If something comes up and says "Administrator"... well then you've been pwned by Dell and you just need to type in admin as the password, then set your user as a full privileged admin.

Even though you are an admin, this feature may have been disabled.
You can make it to where admins aren't allowed to tinker with msconfig.

Try looking on microsoft.com for information on how to disable the msconfig, and then just work backwards through it.
