It could be the packing gland.
To get to this you will need to remove the top of the tap then the easy clean cover which will unscrew. You don't need to turn the water of to do this. when you have removed the easy clean cover, you are then left with a spindle sticking up. On the top there is a small nut, this is the packing gland. undo the nut and slide it up the spindle. Put top back on tap and turn a few times to loosen spindle.Get some p.t.f.e. tape and put a few turns around spindle then retighten nut back down into tap. do not overtighten or you will end up with the same problem.
If your tap is the modern type, then you will need to buy the insert from B&Q. You can buy replacement parts. But if you need to fit the latter then you will have to turn off the water to replace the faulty part.

You could try squirting wd 40 on to the shaft of the tap and then letting it seep down to the spindle. Its likely that you have an heavy handed person in your home who over tightens the taps when turning off. A plumber or competent handy man can usually re seat a tap seal by using a special tool that cuts a new seal surface into the valve housing..
If you do replace you taps , try looking for leaver taps they tend to work better for longer periods..

Michael's answers right - your tap has got bunged up, you may be able to replace the cartridge in the center of the tap if the model allows, and clean the inside - otherwise you will have to replace the full tap. sorry

Buy a quality tap, most cheap stuff will react the same, visit a plumbers merchant and buy a more expensive variety.

Will need to re-new again, next time fill interior of tap with vaseline.

Hi,lime scale will have seized the tap.You will have to replace it.I live in an area that has high lime scale deposits it ruins everything.
