It's inappropriate not to laugh in serious situations, like at a funeral or something. However, around friends, you can, persay, laugh at a tree. Randomly. There's nothing wrong with that, it's just that it's weird.
So sometimes you have to consider would it be "normal" or "appropriate" or not.

Court, abortion clinic, when police are searching your apartment, when you are breaking up with your girlfriend, when your friend in the perfect couple found out that he was being cheated on the whole time, while explaining to a child why the dog isn't coming home from the vet, and when your sh*tfaced instead of being at a job interview.

When your bf says I love you! Or when you sleep with someone for the first time. Also, church, funerals. Also not appropriate to laugh when someone falls down the stairs but impossible NOT to laugh! : )

At a bullies who have you out numbered 10 to 1.
At a Federal agent.
At your partner when he / she is in a bad mood.
At any woman following a comment like, "Wow you are fat!"

laughing during prayers or national anthem
or at someones death
when someone is in trouble or is depressed
laughing at the poor or a diseased person
