In your key, there is a transponder that not only acts as a security device, it also records your miles. Whenever the car is serviced at the dealer, data from the key is downloaded to the dealer's system.
Since you are not in the US, Carfax.com would not be an option. But there's nothing stopping you from going to the dealer to check it out.
Find out which dealer the car was serviced, and start your research from there.

It is very possible. Depends a lot on where you live. I live in New Hampshire, a far northern state in the USA, and it isn't easy to drive a RWD car in the winter for a lot of people. Also, getting all the road salt and sand all over it doesn't look good either. Many people here will have a BMW or Mercedes or something like that for the nicer summer months, and use another car as a winter car, when it isn't so nice. As for finding out if the mileage is adjusted, the methods already posed here seem pretty good.

As cars get used, they wear, the seats, pedals, tires etc,
Look to see that everything "looks" like it has only done 40,000Km.
Ask to see the service records and look at the mileage and the date, if they dont have records, red flag, if the car looks like a family of bears have been living in it for 40,000 Km, red flag.
The car should look like what it is being portrayed to be, if something looks not quite right, either too old, OR too new, walk away.
Any time the car was brought in for emissions tests (if your country requires them) the mileage will be noted.
If the seller cant provide any of this info to show that the car was accumulating miles at a rate that would arrive at 40,000 Km by this date, somethings wrong.

That car has a back up for the odometer in the lamp control module. If the mileage was changed on the speedo but not the lamp module it turns on a red light. It is possible to reset both but it takes some effort.

The mileage can't be adjusted.. If you wanna play safe, bring it to the workshop that you are famaliar with to give it a throughly check.. Even if the ECU had change before, it won't affect the mileage.

Get the car to dealer or the Key ( they can scan the KEY ) milage is store in 3 location computer, ECU and the Key, believe or not is your call.
