I live in seoul, and my guess is that Taco Bell couldn't make it here. Americans taste for "Mexican" food is much different than Koreans. In the last few years, however, "Casa Loca" has really taken off south of the river. (a newer, trendier area of Seoul) Casas Loca is a Mexican inspired restaurant that serves only "fresh" food with no MSG, trans-fats or additives.
My husband and I had burritos, appetizers and sodas for $100 one night!
From a business perspective, Taco Bell would have to import tortilla chips, canned corn, tomatoes & cheddar cheese at a large cost. Due to the slow moving trade agreement, those things are REALLY expensive here, compared to home. US beef is not a staple here yet. (problems with safety concerns) McDonalds and the like use imported Australian beef. Iceberg lettuce and soft tortillas are also not completely common in Seoul yet.
It's a big investment....
Any country where Wal-Mart FAILS and has to pull out probably sends a BIG RED FLAG to other potential investors.

They passed a petition to keep Taco Bell out. There are only so many dogs to go around for the other places besides KFC.
