I think the engine oil pressure switch has to be working for the fuel pump relay to energize. The pump should run a few seconds then turn off and after oil pressure comes up the relay is turned on. Ethanol Gasoline is killing off fuel systems pumps and injectors.

More than likely it is either the fuel pump shutoff switch that shut off somehow (check your owners manual for location), a short inside the wires that connects the fuse to the fuel pump or the fuel pump connections are grounding somehow inside the gas tank from the pump not being installed correctly.

Check the switch first. It's usually the dumb things that was wrong and you just didn't bother to check them, figuring they are all OK.

When the person put fuel tank back in, he may have pinched or broke the wires that are on top the fuel tank. You cannot see it because the wires are hidden from view.

A multimeter tester can check the ohms going through each wire to the fuel pump to make sure the wiring is good. Look very carefully under the vehicle for areas where the wire could have been pinched, rubbed, etc. that may have broke the wire inside its insulation.

Wires have known to break inside their insulation and they are a bear to find. This is the only way I know of to find a broken wire inside its insulation quickly.

If these aren't the problems, I'd be very wary of those connections at and inside the gas tank where your fuel pump is at.
Test the pump with a couple of jumper wires from a known good electrical source to see if there is juice to it. If it still doesn't work, it has to be either the fuel pump connections or the fuel pump unit itself.
