It means how can we help mentally disabled people fit better into society.
For example, give them jobs.

Spend a lot of time with them: find out what is the area where they are good, and exploit that ability to their advantage! (what the question means is, what can we do to get the best out of the persons whose capabilities are not quite normal in understanding or doing a lot of things)

I think that most people in this world would'nt even care becuz most people are selfish and mean.Also some are cold-hearted and stubborn.I care and most people could be making it better and starting up organizations.
