My lemon tree has had a few lemons but lately all it has is little flowers....I hear that they flowers drop off and become lemons...is this true?

Yes the flowers are where the lemons will grow, when the petals fall, you may notice a small green bit is left behind. This will grow into the fruit.

Yes, the flowers of all plants (not root veggies of course) that produce fruit or veggies start from the flower's, blossom.
